Port Arthur police have arrested 18-year-old James Earl Holloway for the March 4 shooting death of Kevonn Washington, also 18.

Kevonn Washington, 18, was shot to death March 4 in Port Arthur.

Holloway was picked up by police at a local apartment complex Tuesday and was seen using crutches as he left to an awaiting squad car from the back door of the police station. Det. Mike Hebert said Holloway was using crutches because he had been shot in an incident in Louisiana. PAPD is working with Louisiana officials in that investigation.

Holloway was being held Wednesday without bond on the murder charge and is also facing several outstanding warrants for other crimes.

Hebert said that Holloway runs with a very violent group of individuals.

“We are hoping that since James Holloway is off the streets people may feel more comfortable now in speaking with the police or Crime Stoppers if you have additional information in the homicide of Kevonn Washington,” Hebert said.

Eight months have passed since the death of Washington who was found shot multiple times at Lakeview Palms Apartments, 5200 Gulfway Drive. Hebert said this is a very technical investigation when it comes down to certain pieces of evidence police have recovered. He also said they are expecting more arrests.

The suspect and the victim were acquaintances.
