UPDATE — Cell phone records, surveillance, witness statements used to arrest suspect in teen girl’s shooting

Detectives with the Port Arthur Police Department utilized cell phone records, video surveillance and witness statements to place Marcus Glen Kemper, 20, at the scene of a violent Port Arthur shooting, according to a probable cause affidavit.

Kemper was arrested Thursday while at work in Austin by members of the U.S. Marshals Service, PAPD Chief Tim Duriso said.

He remains in custody pending extradition.

The 16-year-old female victim of the Dec. 29 shooting was in the back seat of a vehicle with several other teens at Sabine Townhomes, 4113 39th St. when two people dressed in dark colored clothing began shooting at the vehicle she was in.

She was struck multiple times and was brought by medical helicopter to Memorial Hermann Hospital in Houston for treatment.

Police released video not long after the shooting occurred in hopes of gathering information on the gunmen.

Kemper was a possible suspect from the day of the shooting, the document read. His mother allegedly said he was at home at the time of the shooting, but cellphone data showed him to be in the area at the time of the shooting, police said.

Police believe he intentionally targeted the vehicle and fired shots at it.

According to the court document, there were several text messages that had pertinent information on the shooting.

Kemper was indicted last week for the shooting.

He is one of two suspects.

Police believe a juvenile was also involved in the shooting, Duriso said.

Duriso said this week’s arrest shows the case is headed toward closure for the victim and family.
