This conversion will last until area temperatures are warmer.

Public water systems are required to properly disinfect their water and maintain an adequate disinfectant residual in the distribution system.

Chloramine, free chlorine combined with ammonia, is widely used as a disinfectant.

The temporary conversion of the disinfectant to free chlorine is required because of the freezing temperatures and high-water demand.
