PORT NECHES — A 29-year-old Baytown man is identified as the drowning victim from the Friday morning overturned boat incident.

The victim, Atif Kahn, and two other employees with Carlsen’s Mooring Service were heading outbound in the 41-foot supply boat bringing cleaning supplies to a ship offshore when they encountered a wake from another passing vessel at about 7:38 a.m.

The wake caused the starboard side to take on water and possibly cause the weight of the cargo to shift, according to a press release from the Jefferson County Sheriff’s office.

Crew from a tugboat helped pull three men from the overturned boat and water.

One of the men, later identified as Kahn, was unresponsive. He was taken to the Port Neches Riverfront Park boat ramp and then by Acadian EMS to a local hospital, where he was pronounced dead.

The lead investigating agency in the incident is the Texas Parks and Wildlife Department.
