Two arrested following July 19 killing of Port Arthur man

Eight months after the killing of 42-year-old Joel Lopez Martinez, Port Arthur police made two arrests.

Rakeem Roache and Jayleen Lott were each arrested Friday, authorities announced Saturday evening.

Lott was located within Port Arthur and taken into custody without incident.

PAPD investigators with the narcotics and gun unit tracked Roache to Baytown. With the assistance of Baytown police, Roache was also taken into custody without incident.

Roache is being held at the Harris County Correctional Facility.

On July 19, 2019, at approximately 1:15 a.m., Martinez was shot and killed while at his home in the 3200 block of 18th Street.

Port Arthur police had not released much information about the killing except in late July about a vehicle believe tied to the July 19 killing of Martinez.

“Investigators know that a 2012 Nissan Altima, black in color, with paper tags was seen leaving the area moments after the homicide and the vehicle was occupied by at least two male blacks,” Port Arthur Police Det. Mike Hebert said at the time. “Investigators also know this vehicle frequents the Stonegate Apartments located at 4131 Turtle Creek Drive.”

Martinez, 42, of Port Arthur was shot to death during a robbery police said then.

Early reports showed the call came in initially as a possible drive-by shooting but was later discerned to be an armed robbery. Police at the scene were told two men approached a man at the back of a residence and demanded money. Another man came outside the home and was also confronted.

During the altercation the man that was first confronted — Martinez — was shot while trying to flee and the other man who had stepped outside the home was struck with a pistol and suffered non-life threatening injuries.

Martinez was brought to a local hospital, where he died.
