Port Arthur police ID homicide victim; ask for help locating person of interest

Authorities released the name and picture of a “person of interest” following the July 19 shooting death of a Port Arthur man.

In an announcement made this morning, police also identified the victim for the first time as 42-year- Joel Lopez Martinez.

Port Arthur Police Department officials say Martinez was shot and killed July 19 following a strong-armed robbery that quickly turned violent.

In the announcement this morning, Port Arthur police also said they are looking for Kianna Kincade, 23, who detectives say is a person of interest.

“If anyone knows her location or has any information regarding her whereabouts, please contact Detective Barboza at 409-983-8650,” a police release stated.

Authorities have not said why Kincade is a person of interest.

Police first responded to the 3200 block of 18th Street in Port Arthur at 1:15 a.m. July 19, learning a man at the home had been shot.

Police said they were told two black men approached a victim at the rear of the home and demanded money. Another male resident came outside and was also confronted.

During the course of the altercation, police said one victim was struck with a pistol and the other was shot while trying to flee, and later succumbed to his injuries.

Police identified the victim as Martinez.
