Hollywood coming to Port Neches

PORT NECHES — Austin based producer and Port Neches-Groves High School graduate Kelly Williams is looking at Port Neches as the setting for an upcoming movie.

Williams, along with writer/director Kat Candler, will present information about the project during the 4 p.m. city council meeting on Thursday at city hall, 1005  Merriman St.

The issue isn’t up for a vote by councilmembers and is only for informational purposes, City Manager Andrè Wimer said.

“At the meeting he (Williams) will present background on the project noting it will likely be necessary to have access to the city park as well as streets for some of the filming, meaning some closures are likely,” Wimer said.

The film, which is said to be based on a short film screened at SXSW Film Fest, will tentatively be shot in July.

Council will also continue discussion regarding the long term fiscal strength of the water and sewer fund. Based on the concern, it has been suggested that the city council consider amending the city’s current utility rate structure, Wimer said.

The water and sewer fund is considered an enterprise fund, meaning that it should be self-supporting in terms of revenues and expenditures.

Any future increase, if approved at a later date, would be staggered over the course of a year.

Wimer explained the issue is continuation of a previous discussion by council of an additional tier being added for water consumption over 25,000 gallons.

“As we’ve discussed at a recent meeting, there are some issued council needs to be cognizant of such as the city’s ability to fund what is deemed to be routine yet large scale expenditures that may not necessarily appear on an annual basis but may appear on a  reoccurring basis,” he said.

There are issues that come up such as repainting a water tower that would mean dipping into the fund balance.

Other agenda items include:

• Discuss and take action regarding the approval of Resolution No. 2013-12 supporting the funding of HB 442.

The document requests that the State Legislature approve funding in the amount of $30.7 million for public safety communications. The HB was previously approved which created a mechanism for funding communication improvements but the monies were not then actually dedicated for that purpose.

• Discuss and take action regarding a request from the Port Arthur Noon Sertoma Club to utilize city streets and Port Neches Riverfront Park for a 5K Run on Saturday, Oct. 12.

• Discuss and take action regarding a request from Donald Foster, Cannibals Car Club, to close Port Neches Avenue from Nall Street to Montgomery Street from 9 a.m. to 6 p.m. Saturday, June 1 for a car show.

• Discuss and take action regarding the approval of an ordinance setting rates to be charged by Texas Gas Service.
