Full ballot for Port Arthur, Nederland, Jefferson County, Sabine Pass elections

Filing for a spot on the general election ballot has come to an end with 18 people vying for six seats on Port Arthur City Council.

Most of the other races are contested with the exception of a few.

Port Arthur City Council

  • District 1 — Three candidates are seeking this seat; Ingrid West Holmes, who is employed with Strategic Healthcare and manager of Gift of Life; Willie “Bae” Lewis, retired; and Mike Mason, retired educator.

Lewis previously served on city council.

  • District 2 has two candidates; Armando Ruiz, consultant, and incumbent Cal J. Jones, retired.
  • District 3 has three candidates; Morris Albright III, president Port Iron, incumbent Thomas Kinlaw III, Captain, U.S. Army (ret.), and Charlie Lewis Jr., process operator.
  • District 4 has three candidates vying for the seat; Kenneth Wayne Marks, retired; Greg K. Richard, who lists his occupation as boss and Jonathan Sanchez, qualified mental health professional.

Incumbent Harold Doucet Sr. is not running for reelection.

  • Position 7 incumbent councilmember Charlotte Marie Moses has drawn two opponents; Rashad A. Harris, business owner, and Yadi Cardenas, homemaker.
  • Position 8 has four candidates; Tieranny S. DeCuir, a business owner; Raymond Scott Jr., retired; Rosendo Ochoa Jr., process operator; and Donald R. Frank, pastor.

Scott reached his term limit in the District 1 seat he previously held and Frank previously served on the Port Arthur Independent School District Board of Trustees.

Incumbent Kaprina Richardson Frank has reached her term limit on the seat.

Terms for city council are for three years.

Port Arthur Independent School District

Three candidates are vying for two spots on PAISD board of trustees — incumbents Dianne Brown, a retired school district employee, and Kenneth W. Lofton Sr., process operator, are joined by Joseph Guillory II who previously held a seat on the board.

Terms are for three years.

Nederland City Council

Nederland City Council will not see any changes either as only two people has filed for the two vacant seats.

Talmadge Austin has filed for re-election to the Ward 1 seat and Emmett Hollier has filed for the Ward III seat.

Hollier ran successfully for the seat last year when Don Albanese vacated the seat to run for mayor, a position he won.

Terms are for three years.

Nederland Independent School District

NISD will not see an election either as the two trustee incumbents, Kay DeCuir and Jerry Albanese, are the only two candidates who have filed for spots on the board.

Terms are for three years and are at-large.

Jefferson County Drainage District 7 Board of Commissioners

With spots up for grabs for seats representing Groves, Port Neches and Port Arthur, only the latter will not see an opponent.

James Gamble filed for reelection to his seat representing Port Arthur but has no opposition.

The Groves seat has incumbent Richard Beaumont, retired, vying for the seat against Mike Cabaniss, a welder.

Two people have filed for the Port Neches seat; Matt Vincent, who is in real estate, and Eric Adams, retired. The incumbent, Billy Joe Butler, had not filed.

The DD7 board includes five commissioners with one representative from each of the Mid-County cities and two from Port Arthur that serve two-year staggered terms. Elections are held in May of even numbered years.

Sabine Pass Port Commissioners

Sabine Pass Port Commissioners will not see an election as just the incumbents have filed for reelection; Bob Sexton and Jerry Heid.

The board is made up of five commissioners.

Sabine Pass Independent School District

Likewise, Sabine Pass ISD will not see a trustee election as only the three incumbents; Lane Plauche, Julie Saunders and Charlene Deslatte have filed.

Early voting for the May 2 general election is from

April 20 to April 28.
