Port Arthur Council members aren’t ready to spend close to $100,000 for a plan that would breakdown road improvement in the city through the beginning of the next decade.

Elected leaders are currently debating if Port Arthur should contract with Arizona-based Infrastructure Management Services in an amount not to exceed $98,500 to develop a five-year roadway rehabilitation plan.

Citing failures to execute past plans of capital improvements, Councilman Harold Doucet Sr. publicly expressed opposition about the proposed expenditure.

Councilman Thomas Kinlaw III said, instead of an entire citywide plan, he would like to know which streets are in need of repair.

Councilwoman Charlotte Moses said that could be determined by having an x-ray used to examine the streets.

Following discussion on the issue Monday night during a Council meeting, Council members voted to table the motion.

Port Arthur Interim City Manager Ron Burton said the city is not under contract with any company to examine the roads, adding the agenda item is scheduled for discussion again during the next city council meeting.

Burton said he believes Infrastructure Management Services is the only company that made a bid on the project.
