An arrest affidavit said Collins was accused in connection with an Oct. 16 incident in which Mims, 29, was shot multiple times by a man identified as Herb C, later determined to be Collins.

Beaumont police said they responded to a 2:41 p.m. call at 1295 North St., where Mims was lying on the sidewalk just south of the intersection of North and Ewing streets.

A witness said Collins first shot Mims in the stomach with a “long gun,” then shot him again while he was on the ground.

Police said they found Collins at 2455 Delaware in Beaumont, where they took him into custody.

Jefferson County Correctional Center records show Collins has been held with bond set at $200,000.
