PA’s capital improvement funds increase a year later

When Willie “Bae” Lewis Jr., District 5 councilman, asked for the total budget at the Sept. 28 special meeting of the Port Arthur City Council on approving the tax rate and budget for Fiscal year 2017-2018, it was discovered there was a variance from this year compared to last year’s numbers.
Kandy Daniel in the city’s accounting department said the amended expenditures for FY 2016-2017 was $136,260,120. The projected FY 2017-2018 expenditures is $170,260,763.
She attributed the difference to the city’s municipal transit department purchasing buses and electric buses, transferring funds into the city’s street improvement program and a 3 percent pay raise to city employees.
This year’s budget has $17,081,500 in expenditures under the capital improvement fund. The transit fund has $13,662,771 in expenditures for this year’s projections.
