Although floodwater in the area began to recede Thursday, water still covers the Twin City Highway in Groves as motorists pass. The area’s transportation system remained heavily impaired Thursday as floodwater left by Tropical Storm Harvey continued to cut off highways and streets in and around Port Arthur.
