A Port Arthur man is behind bars on a $250,000 bond on a charge of engaging in organized criminal activity and police believe he may be connected to a shooting that left two people injured at Prince Hall Apartments on Wednesday.

Decarlos Valcin, 24, of Port Arthur was taken into custody on outstanding felony warrants in the 3900 block of 35^th Street at his grandmother’s home, LaRisa Carpenter, public information officer for the city, said.

Police believe Valcin was part of one of two groups of people who got into an altercation prior to the shooting around 3 p.m.

Carpenter said officials are unsure how many rounds were fired during the incident but more than 20 rounds/shells were found at the scene in the 900 block of West 14^th Street.

She also said police believe there were two suspected shooters.

Officers initially received a 911 call of a shooting victim at the apartments and learned that two shooting victims had been brought to a local hospital prior to their arrival.

Nearby Louis Manor Apartments, in the 1300 block of Joe Louis, was the scene of several shootings in December that are not believed to be related to Wednesday’s shooting at Prince Hall.

On Dec. 11, a person suffered a non-life threatening gunshot wound to the leg at Louis Manor. On Dec. 13 a man suffered a non-life threatening gunshot wound to the upper body at Louis Manor and on Dec. 21 another man suffered a non-life threatening gunshot wound to the upper body at the same apartment complex.

In mid-January police arrested Kaleb Deandre Angelle, 21, in connection with a number of shootings on the city’s West Side. Police do not believe Angelle’s case is related to the current shooting at Prince Hall Apartments.
