PA man dies in head-on collision; suspect likely impaired

Services are pending at Gabriel Funeral Home for 20-year-old Kelvin Valcin II, who died at the scene after being involved in a head-on collision early Sunday morning.
The suspect, whose name has not been released, may have been intoxicated when he drove the wrong way into traffic at around 3:20 a.m. Sunday in the 5900 block of U.S 69, according to Port Arthur Police.
Valcin was traveling southbound when a driver traveling northbound in the southbound lane struck his vehicle head-on. Moments after this collision a second southbound vehicle struck the wrecked vehicles that were stationary on the roadway.
The driver of the northbound vehicle was critically injured. Valcin was transported to The Medical Center of Southeast Texas where he was later pronounced dead.
The passenger in the vehicle was critically injured and transported to Christus Hospital-St. Elizabeth in Beaumont.
The driver of the second southbound vehicle had minor injuries.
It is believed intoxication could possibly have played a role in the crash.
The incident is under investigation by the Accident Reconstruction Team and criminal investigations division.
