Teen attends city court, leaves 2 small children in car

A Port Arthur teen who reportedly left her two small children alone in a running vehicle while attending city court has been charged with abandon/endanger child with intent to return on Thursday.

A witness walking through the Port Arthur Police Department parking lot reported to officers that two small children had been left alone in a running vehicle at about 11:25 a.m. April 26.

An officer went outside and found a Ford Taurus running with two children crawling around inside and the door was unlocked, PAPD Maj. Raymond Clark said. The officer checked on the children, ages 1 and 2, and noted there were baby bottles filled with what he believed to be milk that had spoiled, food on the floorboard and vomit in the drivers seat. There was reportedly the strong odor of burnt marijuana inside as well.

Police believe one of the children had vomited from either the heat — although the air conditioning was left on — from ingesting narcotics, spoiled food or milk, he said.

The mother of the children, identified as Joycelyn Malveaux, 19, was placed under arrest when she came back to her vehicle. She reportedly told police she was in the court area for about 30 minutes.

The children were checked by EMS and are with their grandparents as of Thursday afternoon.
