Port Neches City Council will consider a moratorium on property development during the 4 p.m. meeting Thursday at city hall.

While to some, the city’s water treatment plant capacity and property development issues do not seem to coincide, the Texas Commission on Environmental Quality sees otherwise.

City Manager Randy Kimler said under TCEQ ruling, the city must consider adding another plant if capacity increases to more than 85 percent capacity. Kimler said the city has never exceeded the 85 percent mark with an approximate capacity of 4.4 million gallons with about 1.4 million gallons pumped.

“I think we’re more than adequate,” Kimler said via telephone Tuesday.

The city and the Planning and Zoning Commission have both held public hearings regarding the issue of the moratorium and a notice has been published in The News.

If approved by council, the moratorium will be for a 120 day time period.

As property is developed in the city, apartments are high users of water in comparison to single family homes.

In related action, Bob Shaw Consulting Engineers will present a report on the status of the water treatment plant capacity study.

Council will also consider instructing the city attorney to draft an ordinance prohibiting use of motor homes as a residence.

Kimler said the city has had some complaints of people using motor homes as living residences and some neighboring cities have already signed similar ordinances.

Other agenda items includes:

• Consider correcting the city’s amount of contribution of Medicare Supplement Insurance.

• Consider appointing a city council member to the Advisory Committee for the Mid-County Small Animal Shelter.

• Consider adopting a revised employee policy manual.

• Consider approving an agreement between the city and Nutrition and Services for Seniors concerning services provided to the Senior Citizen Center.
