• Prop. 1 — Adds a preamble to the charter.

• Prop. 2 — Sets term limits at two three-year terms and removes residency requirements for Council Positions 7 and 8.

• Prop. 3 — Sets the minimum age for holding office at 18 years old and requires United States citizenship.

• Prop. 4 — Requires proposed increases in pay for members of the Mayor and City Council to go before the voters.

• Prop. 5 — Deals with the power of the council to investigate the conduct of elected or appointed city officials and to take action on the results of such investigations in open session.

• Prop. 6 — Says elections for all Mayor and Council positions will be by majority vote.

• Prop. 7 — Gives City Manager authority to contract for budged expenditures not exceeding $25,000. The limit is currently set at $5,000.

• Prop. 8 — States that Port Arthur businesses shall be given primary consideration as allowed by law.

• Prop. 9 — States the City manager, City Attorney, City Secretary and Municipal Judge shall be residents of the city of Port Arthur so long as such office is held.

• Prop. 10 — In compliance with federal and state laws, in the selection of all employees, qualifications being equal, preference shall always be given to citizens of Port Arthur.

• Prop. 11 — Makes the Pleasure Island Commission an advisory board and places Island governance under the supervision of the City Manager.

• Prop 12 — For the next two years use up to $400,000 per year for land, buildings, equipment, facilities and improvements, suitable for use for entertainment and related roads, streets, water, and sewer and other related improvements. Two additional years can be added by city council with a 2/3 vote.
