Officer involved shooting leaves one dead

PORT ARTHUR — A Port Arthur man who reportedly wrestled a gun from an officer was fatally shot by a second officer Thursday afternoon.

The deceased has been identified as Eduardo Rodriguez, 19.

At approximately 1:50 p.m. March 27, officers were dispatched to the 1400 block of Peek Avenue in reference to a reported accident. Upon arrival officers learned the vehicle had been the subject of a car jacking in which the victim received minor injuries, according to press release from the Port Arthur Police Department.

Officers then attempted to stop another vehicle in the area after the received information that the suspect was in that vehicle. The suspect was riding in the passenger seat and reportedly attempted to force the driver to flee.

When officers attempted to detain the suspect he allegedly attacked the officer, identified as Officer Kacey Frank

The suspect wrestled with Frank and a second officer, Herschel Whiting, deployed his Taser which had minimal effects and was not totally effective, PAPD Maj. Raymond Clark said.

The suspect reportedly was able to grab Frank’s gun and attempted to point it at her when he was shot by Officer Whiting, Clark said.

“The two officers are on administrative leave as per normal procedure until the investigation is complete,” he said.

Justice of the Peace Marc DeRouen is conducting an inquest and the Jefferson County District Attorney’s Office is assisting the investigation.

The DA’s office was called to the scene, Clark said, as a way to get a first hand view of the crime scene. The DA’s office has responded to other major cases as well, he added.
