PA man arrested for revoking bond

PORT ARTHUR — A second Port Arthur man has been arrested following a violent weekend in which more than 200 rounds of ammunition were fired in the city.

Todd Small, 25, was arrested on a charge of revoking his bond.

Cold wind blew as Small was escorted by Officer Marcello Molfino and Officer Terry Cater from the back of the Port Arthur Police Station to an awaiting police vehicle.

On Tuesday, Telly Roshard “Tello” Joyce Jr., 18, of Port Arthur, was arrested on a probation violation.

Investigators and members of PAPD’s Street Crimes Unit continue their investigation into three separate shootings including the fatal shooting of Marcus John “Big Country” Senegal, 29. Witnesses and victims have been reluctant to speak with law enforcement for fear of retaliation, Molfino said.

Suspects, he added, have a different ideology. Some change their lives while others have a code they choose to live by.

“We have to change attitudes and behavior,” Molfino said

Molfino called upon the community to come together and stop the violence.

The Easter weekend shootings began when police responded to a report of “shots fired” at about 3:19 a.m. March 30 in front of Old School Shack, 901 Houston Ave. While there they learned there had been a disturbance between two groups of individuals representing the East Side and the West Side that resulted in gunfire and a short fight ensued and at least two people were shot during the exchange.

Senegal received a gunshot wound to the abdomen and died from his injuries. A second man, age 34, also from Port Arthur, was transported by private hospital to a local hospital for treatment of a bullet to the lower leg.

A second exchange of gunfire occurred about 3:55 a.m. at Prince Hall Apartments which is located in the 900 block of West 14th Street. Police believe this was a continuation of the previous gunfight. A 19-year-old man received a gunshot wound to the upper body and a 55-year-old man received a gunshot wound to the lower leg.

Prince Hall Apartments was the scene of another round of shooting at about 1:09 a.m. April 2. Police said three suspects got out of vehicles and fired between 30 to 50 rounds. Nine to 10 vehicles were hit and one person was injured. His injury is not believed to be life threatening.

Old School Shack was also the scene of a fire at about 5:30 p.m. Tuesday. Police and Port Arthur Fire Department received a call about 5:30 p.m. April 2 at the West Side pool hall/club. The cause of the fire is under investigation.
