The Jefferson County Grand Jury and disciplinary review board cleared Port Arthur Police Officer Mathew Bulls of wrongdoing in relation to a March shooting between Bulls and a suspect, an official said.
PAPD Lt. Troy LeBouef said the Grand Jury made the decision Tuesday, April 22.
The suspect, Tremaine Darnell Flanagan, shot at Bulls and Bulls returned fire killing the man. Toxicology reports show Flanagan was under the influence of PCP and marijuana the night he died. Police say it's possible Flanagan dipped a marijuana cigarette into liquid PCP and smoked it.
Bulls is recovering from his injuries and is expected to return to work.
